The United Nations has recommended enhanced
investment into Zambia's tertiary education system.
This is according to the United Nations human
development 2011 report themed Service delivery for sustainable human
development.
Apart from investment, the report has further
proposed significant decentralised decision-making as well as universities and
colleges autonomy to manage own fee structures.
The report said the slow pace of
decentralisation of decision-making and the lack of a sound legal framework
within higher education was retarding sustainable growth and human development.
The UN system says human resource capacity
investment would ensure skilled personnel as the last milestone to overcome
skilled labour nurturing for the economy.
The report has also cited low access to
tertiary education as one of the challenges for the education sector.
With focus on agriculture,
water and sanitation, health and education, the report has recommended some key
institutional and regulatory reforms for current sector policies.
