GREGORY CHIFIRE’S LETTER TAKING A SWIPE AT FRED M’MEMBE

We have learnt with shock the sad events that occurred at the ACC offices on Thursday August 18th at 16:00hrs.
The ACC summoned Editor in Chief of the Post Newspapers, Fred M’membe and Patriotic Front (PF) candidate for Kabwata, Given Lubinda to help with investigations over their incessant attacks against South African ballot paper printers, Universal  Printing Group (UPG).
In their course of duty, the ACC wanted to establish if there was credible evidence to their allegations that UPG had acted in a corrupt manner to win the tender and that UPG had bribed an Electoral Commission of Zambia (ECZ) official, instead of providing evidence, Mr. Fred M’membe demeaned the Anti Corruption of Commission (ACC) and denigrated the Office of the Director General Lt Colonel Godfrey Kayukwa.
Also, instead of treating this matter with seriousness it deserves, Mr. M’membe chose to take a troupe of loyalists in deputy editor in chief Sam Mujuda, Managing editor, Amos Malupenga, Lusaka Lawyer, Mutembo Nchito and two reporters.
At ACC, Mr. M’membe refused to co-operate with the Law enforcing agencies and chose to insult the DG of the Anti Corruption Commission (ACC), LT Col Kayukwa before his juniors and the Press.
The conduct by this group was criminal and unacceptable. The Director General is an officer of the Law appointed by the Republican President and ratified by the National Assembly; he heads a serious constitution Office that deserves utmost respect and protection. His office cannot be interfered with undue pressure from anyone including a cabal led by Mr. M’membe. Mr. M’membe further led a tirade of attacks against Lt Col Kayukwa, the ACC and the Drug Enforcement Commission (DEC).
It is public knowledge that these two key public institutions have been at the forefront of unmasking the criminal activities of Mr. Fred M’membe and Mutembo Nchito. The ACC and the DEC have been investigating the serious Financial Scams the duo are involved in at Zambian Airways, National Airports, NAPSA, ZRA and Finance Bank. It is no doubt therefore that both Mr. M’membe and Nchito found it suitable to use the excuse of the UPG allegation to attack a gallant officer of the law, the ACC and DEC. In our view, as criminal suspects, it is imperative for both Mr. M’membe and Nchito to wait for the due process of the law than to scandalize the ACC, DEC and the Electoral Commission of Zambia (ECZ).
We urge Zambians to be worry of political elements that want to portray that our electoral system is defective when not as been commended by international Organizations such as the National Democratic Institute ( NDI) and the EU observer mission. UPG prints ballot papers for over 10 countries in the world including South Africa, and has in the past printed ballots for Zambia in 2006 and 2008 elections. The attacks against UPG are therefore unfounded.
